The Office Space Scam

The U.S. Federal Trade Commission has disrupted a long-running online scam that allowed offshore fraudsters to steal millions of dollars from U.S. consumers -- often by taking just pennies at a time.

Very elaborate, but it still breaks down to social engineering to get mules and an inadequate vetting system by the payment processing company (as stated).

How can something like this be prevented?

I think the actual story here is that 94% of those who had their credit cards charged didn't protest. Sure the amounts were small but as for me, if I saw 25 cents charged from a transaction or company I dont remember I would still inquire. The article mentions that the amounts were sometimes even up to $9. Really makes one wonder...
