AFAIK you can use Docstoc freely, although the publisher can choose to charge for their content if they want to.

Anyhow, even if you don't register so you can download the documents, both links can be read online for free.

I felt the document was a summary for a bunch of tools in the market.

I could not really understand the TOR via the VPN. Guess will do some digging around.
