is there any way to get a stable latency/connection? i only need about 10-35 kbps connection, but whenever other began downloading something, my latency becames severe eventhough i only use 10 kbps...

Look into the QoS settings of your router.

Without knowing too much about your situation, hopefully this gives you a direction to go.
