I know I am going to seem like I am promoting my own school. But East Carolina University has a BS and MS programs in both Networking and Security.
I will be taking a class this summer in Computer Forensics.
It is the one of the few Universities that I know of that promotes Certs as part of the program. Some of the certs are used as part of the grade and others are simply promoted. Here are some of the certs
CCNA- Required for everyone
MCP - Required for everyone
CCNP- Required for Networking students
RHCT/RHCE - Not required but vouchers are given for free cert testing according to how you do in the class.
A+, Net+ and Sec+ - After completing the lower level IT classes you should be able to pass these. I have not because they are not required and do not want to spend the money yet.
The Forensics class is supposed to prepare me for a cert. Not sure which one this is the first semester it is being offered and class has not started yet. Will post more if you are interested.
