Off the top of my head, you can get some valuable information in the 2600 quarterly magazines. I'm sure you can google and find some Phrack magazine issues. Other than that, try Information Security magazine.

I agree with p0et, 2600 Hacker Quarterly is a great magazine. Check out their site and get a preview to see what it is all about. You can find this magazine at any Borders or Barnes and Noble stores.

Don't know many other English security magazines beside Hakin9, Phrack and 2600..
You may find a few more on
Wikipedia
though. Unfortunately most e-zines are only available for a short period and die then.
You may also like
(In)Secure Magazine
.

You could take a look at
SC Magazine
may be more marketing/managerial than you're looking for but always worth a skim to keep upto date with the latest trends. As well as the print version the online articles can be good quality if you find something that you're interested in.
Other than that, another vote 2600, Hakin9 & Phrack

I've also recently found this forum from a local University discussing the 'Risks to the Public in Computers and Related Systems'.
I haven't had a chance to review it indepth, but my initial impression is good.
