An article about the redraft of the controversial Rockefeller-Snowe Cybersecurity bill which if you're unaware of would give the White house and the President the power to disconnect private-sectors from the Internet if they declare a cybersecurity emergency.

Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

It's interesting how the internet has changed from it's initial freedom and anonyminity based concept to a big brother concept, their putting web filters here in Australia at the moment I wonder what the next big brother policy will be. Filtered and Checked posts for Forums users? who knows

i find the whole idea scary, the Internet is a world wide network, what gives the U.S. or any country the right to control it? and laws like these give a leader power they aren't likely to give up. and forcing a security pro to go for a certifcation, that most likely won't relate to the field but just a way to keep us under their thumb is scary as well

Laws and/or treaties would likely be used to give the right to do this, however, the right to do something is not quite the same thing as the ability to do it.  Entirely shutting down the internet in an area is not an east thing to accomplish. This was something that they had an issue with during Desert Storm.
