Microsoft do allow this option.   Shocked
Right click "My Computer">Manage>Device Manager>Network adapters>Double click the NIC you want to spoof>Advanced tab>Highlight "Network Address" and change the radio button to "Value", and then type in the MAC you want.  Cool

That is not an option which comes from microsoft. It depends on the manufacturer of the NIC, there are NICs (or better certain NIC drivers) which do not allow to change the MAC by default.
