Is this something that started happening recently? Or, in other words, have you accessed the portal just fine and then suddenly started receiving the timeouts?
You most likely have been flagged by the firewall and are being blocked. Try sending an email to
haja@eccouncil.org with your IP/ISP info so he can fix it for you.
Not sure why it does that... but that happened to me about a month or so ago too.
