The worrying part is that he's probable right, offer a risk free target and I'm guessing most people will take a shot. If nothing else would create a lot of 'cover' for the 'professionals' to hide in.

Despite Pseud0's quote being among the best, I'd still recommend reading the whole interview for anyone who originally missed it on /.

I was able to attend a talk on Cyber Command today and meet General Lord. Very interesting stuff. He's saying that it will really be five or so years before the command gets sorted out to any large extent.

Which means one of two things, either:

1.  As with most government prognostications, it'll actually take 10 - 15 years

-or-

2.  It's already in place and has been for a while longer than anyone even knew it was in existence.

i stand by my statement that it would be money well better spent getting all the other people currently doing IA to cooperate and talk versus standing up a new "cyber command"

Actually part of the talk addressed this. They'll be consolidating the folks that are already doing the same or similar jobs in other commands into the new one. Alot of the people moving over are currently doing network-related work or are in spacecom.

Basically his explanation for the whole command is that they're presently unprepared to provide troops for any sort of serious cyber war (his phrase). Currently when the need arises for any kind of a hackerish person, they take a green airman and send him to school for several years, then have him shadow someone from the NSA to get real-world experience. Having a multi-year delay on being able to put someone into the fray is obviously undesirable. So with the new command, they'll have folks trained up and ready to roll.

When asked direct questions about the activity that said command would take part in, he definitely put the emphasis on defense and skirted around addressing offensive capabilities. It sounded to me like there would be an offensive component, but he wasn't going to talk about it. Any kind of offense in that direction would require some changing (or at least serious reinterpretation) of the rules.
