Anyway you ask this question it still boils down to you asking how to steel service. I do not think you will find too much help steeling service in a ETHICAL Hackers community.

why dont you buy that book on hacking cable modems?

pretty sure that will violate your TOS but you dont seem to mind.

Understanding how something works  and testing the security is one thing... Asking someone how to steel or modify there service with there ISP is a little different. Once he breaks his TOS (terms or service) with his provider and gets blacklisted he will regret it. In a DSL or cable network they monitor all the devices via SNMP and if your device dose not respond or responds with information showing you modified your service the game is up. Also a cable network is a shared network and he would be taking away from others in his node which would not be fair to them. I guess I will stop now to prevent a flame war...

just my 2 cents,

na u dont understand..there's no TOS as such here..
he's just a cable operator who gives lan net..
d current market price for 64kbps connection is 100 bucks and her charges me 800 coz he's the only provider here..
and watz more, wenever i try downloading from rapidshare and other sites (where u cant use download manager/non resumable download)...
my net connection starts going off every 10mins and my download gets cancelled..
next wen i try downloading agn (for example, rapidshare) i see a msg dat my ip is alrdy downloadng..its d guy who sits at the server.. (so now i hv switched to using torrents)
i really wanna get back to him..
if u wont tell me how to get the speed just tell me how to make his computer (server :< ) restart...i'll do dat to him wen he's downloading....
oh and wats more since last 2 days i'm getting 22.7kbps badwidth with 2.3kbps download speed..its pathetic

Just as you can get paid access to the internet via phone companies, cable companies, etc, satellite companies also offer internet access.

yup, since you didnt say where you lived i dont have any links for you but you can get internet over satellite.  useful when you live in the middle of nowhere or possible in this case if the prices you say are true.

All this getting him back and 'stealing bandwidth' can surely only go in a downward spiral.
What happens if he cuts you off totally because he wants to get You back?
Doesn't sound like an ethical concept to me.

Maybe others are upset by his limitations too.
Have you tried negotiating with the guy at all?
Perhaps collectively you can make an effect. or perhaps you have time/skills you can trade with the guy in return for a better service.
