When asked direct questions about the activity that said command would take part in, he definitely put the emphasis on defense and skirted around addressing offensive capabilities. It sounded to me like there would be an offensive component, but he wasn't going to talk about it. Any kind of offense in that direction would require some changing (or at least serious reinterpretation) of the rules.

Basically his explanation for the whole command is that they're presently unprepared to provide troops for any sort of serious cyber war (his phrase). Currently when the need arises for any kind of a hackerish person, they take a green airman and send him to school for several years, then have him shadow someone from the NSA to get real-world experience. Having a multi-year delay on being able to put someone into the fray is obviously undesirable. So with the new command, they'll have folks trained up and ready to roll.
