Title: requirements to start a certification?

hi, this may sound like a stupid question but here i go: is there any law or regulation for creating and running a certification program? Obviously you would need good material and a reason for people to get it but is there any governing body governmental or international?

It's not a requirement, but most certification organizations strive for ANSI Accreditation (https://www.ansica.org/wwwversion2/outside/PERgeneral.asp?menuID=2)

At this point, I don't think I'd start any certification, personally, and I'd rather lend my time and experiences to updating / contributing to existing ones.  There are plenty of good ones out there, but even the best can always use additional materials, experience and help.
